At one point, there was a plan in place for Cesaro to win the WWE Intercontinental Championship, likely from Bad News Barrett.
WWE switched programs for Cesaro, who is now chasing the United States Championship and Sheamus. WWE felt that it would hurt Cesaro to be chasing the other championship and Sheamus was a more viable opponent.
There is no word right now if this will affect the outcome of the championship match on Sunday.

This makes logical sense for me. I mean why go for the one against a guy who has spent most of the last two years doing very little instead of the three time World Champion, former Rumble Winner and the last King of the Ring?
If you want to elevate someone you put them against someone above them, not below.
